On 23th December, 2014 when Chongqing environmental monitoring team in company with Yongchuan Environmental Protection Bureau had on-site inspections of fine chemical engineering branch of Chongqing Ziguang Chemical Co.,Ltd, they found that the wastewater disposal facilities of this company had had stopped operating and the company did not report to environmental protection department.
Chongqing Environmental Protection Bureau decided that the behavior of Chongqing Ziguang Chemical Co., Ltd was against the article 43 of “Chongqing Environmental Protection Act” and their abnormal use of pollution controlling instruments was illicit. On 25th December, 2014, the relevant departments of Chongqing Environmental Protection Bureau delivered the notice of correction to Chongqing Ziguang Chemical Co., Ltd and demanded this company to correct their environmental illegal act immediately.
On 5th January of this year, the law-executors of Chongqing environmental monitoring team checked the company again and found these wastewater disposal facilities of Chongqing Ziguang Chemical Co., Ltd were still not worked. The leakage can be found at the outside rain discharge and outside the factory wall. The total cyanogens compounds in the leakage seriously exceeded the allowed figure which was an environmental illegal for illegally discharge and refusing to correct, so the company shall undertake corresponding legal responsibility.
7th January, “Written Decision of Correcting Delinquent Behavior” and “The Beforehand Notice of Administrative Punishment Decision” was delivered directly to Chongqing Ziguang Chemical Co., Ltd from Chongqing environmental monitoring team.
Chongqing Environmental Protection Bureau decided to fine 100 thousand Yuan each day, 1.1 million Yuan in all toward their refusing to correct behavior and pollution - emission activities of Chongqing Ziguang Chemical Co., Ltd from 26th December, 2014 to 5th January, 2015. This is the first case in Chongqing which carried out administrative penalty by the day after the new environmental law carried out.
