REACH rule, “Registration, Evaluation, Authorization and Restriction of Chemicals”, is adopted by European Union to conduct a preventive management on all chemicals which entered their market. Since 2007, the implementation of this rule, it not only brings a series of long-term impact to our export chemical enterprises, but also has a far-reaching influence on the production, management and export of enterprises which produce down-stream products, including spinning, electromechanics, toy, furniture and so on. In recent years, REACH rule supervising contents towards consumer goods are continuously renewed by European Union. Only in 2015, (EU) No 474/2014, (EU) No 1272/2013 and other four amendments involving dozens of consumption products come into force. At the same time, European Union continuously strengthens the supervision on consumer goods which shall conform to REACH rule, so export enterprises should pay high attention to it.

    With increasingly strict EU supervision, foreign importers correspondingly improve quality requirements for export products. REACH rule is professional and involves so many chemicals, so export enterprises can only rely on third-party detection institutions generally to guard a pass. With continuously increasing substance of very high concern, the corresponding test cost will be much more expensive. This will make enterprises increase administration cost and continuously improve manufacturing techniques and the quality of raw accessories materials. It is very difficult for our export consumer goods industry which mainly bases on small and micro businesses. 

    Therefore, inspection and quarantine department warns manufacturing and export enterprises which export consumer goods to Europe that strengthen risk awareness, studying and tracking REACH rule and updated information of SVHC lists on the one hand. Directing manufacture shall be in strict accordance with the newest regulation. Strictly carry on risk management and ensure product transition according to regulatory requirements in advance. On the other hand, be sure of the raw accessory components of own products and prudently choose accessory suppliers. High-risk substance in new products and raw materials must be screened and checked by entrusting professional testing organization in strict accordance with regulatory requirements. In this way, they can avoid unnecessary economic losses which may caused by unqualified finished product.
